The Cancer Advocacy Coalition of Canada frequently talk about how provincial governments ration treatment to save money - restrict how much money can be spent a year for treatments and limit the number of beds and doctors. Michael Moore and his fans castigate HMOs for denying coverage for certain procedures to save money for themselves but gee, our system does the same thing.</description>
